The Commission noted City Council public hearing and regular meeting minutes dated June <br />13, 1989. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #2: Acceptance Of Mr. Thomas Kurak's Resignalion: <br /> <br />Motion by Commissioner Hardin and seconded by Commissioner Fults to accept Mr. <br />Thomas Kurak's resignation from the Economic Development Commission; to direct City <br />Staff to forward a letter of appreciation to Mr. Kurak; and to request authorization to <br />advertise the vacancy. <br /> <br />Motion carried. Voting Yes: Chairman Wagner, Commissioners Vevea, Hardin, Fults, <br />Greenberg, Ippel and Gorecki. Voting No: None. Absent: Commissioner Muller. <br /> <br />Case #1: Presentation On City Participation In Industrial Develop~nent: <br /> <br />City Administrator David Hartley was present and discussed Minnesota Statute 469.090 <br />dealing with economic development authorities; how they affect the city and how cities <br />become authorized to establish an economic development authority. A discussion ensued <br />regarding the structure of economic development author/ties. Mr. Hartley indicated that the <br />powers of economic development authorities are specific in scope and broad in application. <br />Economic development authorities can levy taxes and do many of the things that cities are <br />allowed to do such as condemnation. The process requires establishing development <br />districts in which the economic development authorities can operate. Ramsey's current tax <br />increment financing districts can be used as economic development authority districts. Mr. <br />Hartley discussed some other options to establishing economic development authorities <br />such as port authorities and housing and redevelopment authorities. Mr. Hartley indicated <br />that there would probably be no need for the Economic Development Commission or the <br />Economic Development Company should Ramsey establish an economic development <br />authority. Mr. Hartley explained what steps would have to be taken to implement an <br />economic development authority including establishing by-laws, articles, publication of <br />notices, etc. <br /> <br />Chairman Wagner indicated that Mr. Hartley's presentation was for information purposes; <br />options before tim City and Commission at this point wilt be placed on the next EDC <br />agenda for discussion. <br /> <br />Case #3: Subcommittee Reports: <br /> <br />Tabled. <br /> <br />COMMISSION INPUT <br /> <br />Commissioner Fults noted that the Economic Development Company is considering <br />arranging a business appeciation day in the form of a golf outing.
