The Honorable Judge Quinn <br />January 29, 2002 <br />Page 3 of 3 <br /> <br />Shall the Home Rule Charter of the City of Ramsey be amended by the adoption of Chapter 15 <br />which permits the City Council by Resolution to adopt and amend the City's Comprehensive <br />Plan by a majority vote of all its members, as opposed to a 2/3 vote of all its members? Question <br />No. 4: Shall the Home Rule Charter of the City of Ramsey be amended to provide that the <br />required number of signatures for initiative and referendum petitions be increased from at least <br />ten percent to at least twenty percent of the registered voters at the time of the last citywide <br />election? Advisory Question No. 1: By vote of the electorate in 1996, the Mayor's term was <br />increased from two years to four years. Pursuant to an advisory question in 2000, the electorate <br />recommended that a majority of the City Council be elected every two years. Under State law, <br />Councilmember terms can only be four years; however, the Mayor's term can be either two years <br />or four years. Do you now favor reducing the Mayor's term to two years in order that the <br />majority of the City Council is elected every two years? Advisory Question No. 2: The current <br />Comprehensive Plan draft proposes a bridge crossing over the Mississippi River between the <br />cities of Ramsey and Dayton. Do you support the construction of a bridge across the Mississippi <br />River? Advisory Question No. 3: Do you want a Town Center with restaurants, shopping and <br />other amenities along the Highway 10 Corridor? <br /> <br />The election was held on November 6, 2001. For Question Nos. 1, 2, 3, and 4, and Advisory <br />Question Nos. 2 and 3, the majority voted yes; Advisory Question No. 1 - the majority voted no. <br />Staff will be amending the City Charter according to the language voted on in the election. <br /> <br />The Charter Commission met on Thursday, November 29, 2001, to review the results of the <br />November 6, 2001 election, to review this letter, and to discuss State Statute 410. The <br />Commission was very active in the year 2001.
