The Honorable Joseph Quinn <br />January 11, 2001 <br />Page 2 of 2 <br /> <br />The Charter Commission met on September 6, 2000, to consider placing various issues on the <br />ballot for voter's consideration at the November 2000 Election. Consensus was reached that the <br />a question be placed on the ballot asking the residents if the number of Council seats should be <br />increased from four to six with the election year 2000. The Commission also discussed setting <br />the terms of the Councilmembers so that a majority of the entire Council stands for election <br />every two years. The issues of primaries and wards and were again talked about but it was <br />determined that neither issue would be placed on the 2000 ballot. <br /> <br />On October 4, 2000, the Charter Commission conducted an informational meeting to inform the <br />public of the background for the Charter amendment questions on the November 2000 ballot. <br />The questions read as follows: Q#1: Shall the Charter of the City of Ramsey be amended by <br />adoption of an amendment that would increase the number of Councilmembers of the City <br />Council from four to six be effective with the general election in the year 2002? Q#2: Shall the <br />Charter of the City of Ramsey be amended to provide that the terms of Councilmembers, other <br />than the Mayor, be set so that a majority of the entire Council stands for election every two <br />years? The informational meeting was also broadcast on local Cable TV. Both of the Charter <br />Questions placed on the ballot passed by a large margin on the November ballot. <br /> <br />The Charter Commission was quite active in the year 2000, and has scheduled their first meeting <br />for the year 20001 for February 15. Discussion will continue with regard to a two-year term on <br />Council and also on wards and primaries.
