Councilmember Zimmerman feels it's a good assignment for both EDA and the Planning
Commission. He suggested having them work together and come up with something.

Ms. Frolik stated that if we are going to focus on Highway #10, it will be hard for us to ride
people to improve their area if we are going to do redevelopment.

Councilmember Hendriksen stated we should allow people to operate but when they start to
expand, that's when we were going to get them to come into compliance.

Tile Council was asked if this should be a joint meeting with the EDA and the Planning
Commission. Mayor Gamec inquired if we should have some business owners too.

Councilmember Hendriksen stated we are better off with staff and the EDA, the Planning
Commission and the City Council and let it go at that.

It was stated there should be two members of the City Council, two from the EDA, and two from
the Planning Commission. It was decided that the two from the Council would be
Councilmember Zimmerman and Councilmember Anderson with Councilmember Connolly
being tile alternate. Ms. Frolik will ask for Planning Commission members.

Councihnember Hendriksen asked if they could make the area between Sunfish and Ramsey a
redevelopment district, from the railroad tracks to highway #10 and Sunfish Lake Boulevard to
Ramsey Boulevard. If we are going to offer incentives, there has to be some money involved.
The redevelopment study will be taken up by the EDA, City Council and Planning Commission.
Times will be arranged between the Chairs and representatives. The focus will be on Highway
# 10 - anything from Highway #10 study should be in the EDA packet.

Councilmember Anderson cautioned that this should be more staff driven than consultant driven.

ADJOURNMENT

The joint meeting of the City Council and the EDA adjourned at 7:55 p.m.

Respectfu~y submitt, gd,~

~ JoT¢ling ~
x...._ _Ded~ty City Clerk (,~

(.Adm mstrator

Joint City Council/EDA- May 1, 2000
