CC Regular Session 4. 7. <br />Meeting Date: 04/09/2019 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title <br />Adopt Resolution #19-090 to Hire Temporary Non Benefit Eligible AFSCME Public Works Maintenance Workers <br />Purpose/Background: <br />The purpose of this case is to request authorization to hire two temporary non benefit eligible AFSCME Public <br />Works Maintenance Workers to work up to seven months. <br />Annually, per the AFSCME union contract, the City may hire temporary non benefit eligible employees to work up <br />to seven months. The minimum requirements for these positions are greater than entry level temporary seasonal <br />employees. The Parks worker position requires a commercial driver's license and the Utilities worker requires <br />advance training. <br />The process to fill these positions includes an open competitive recruitment, interviews, background checks, <br />pre -employment testing, City Council approval to hire and on -boarding. <br />Per the AFSCME labor agreement, employees working for up to 7 months will earn 80% of the step one Public <br />Works Maintenance Worker wage. Note, without contract language, employing longer term temporary employees <br />(employees working greater than 67 or 100 days would violate Minnesota Statute 179A.03, subdivision 14 section <br />6. <br />Funding Source: <br />The funding required to fill these positions is included within the approved 2019 budget. <br />Recommendation: <br />To hire Michael Breiter to work in the Parks Division at $17.89 per hour, effective on or near April 24, 2019 and to <br />hire Tom Marks to work in the Utilities Division at $17.89 per hour, effective on or near April3, 2019. <br />Action: <br />Motion to adopt resolution #19-090 to hire the following employees on or near the dates listed below: <br />1) Michael Breiter to work in the Parks Division at $17.89 per hour, effective on or near April24, 2019, and <br />2) Tom Marks to work in the Utilities Division at $17.89 per hour, effective on or near April3, 2019. <br />Attachments <br />Resolution 19-090 <br />Form Review <br />Inbox Reviewed By Date <br />Kurt Ulrich Kurt Ulrich 04/04/2019 04:44 PM <br />Form Started By: Colleen Lasher Started On: 04/04/2019 01:34 PM <br />Final Approval Date: 04/04/2019 <br />
