Board Member Freeburg stated that question should be included in the brochure as a citizen
question at the Expo.

Chairperson McDilda clarified that the question should be, "What does the ordinance mean to
me?"

Board Member Bentz asked if there was a way to value land as it pertained to wetlands from a
seller perspective.

Chairperson McDilda stated that was dependent on who you talk to because they would have to
apply for an exception. Discussion regarding protection of the wetlands would come into play
instead of resale for development.

Board Member Olds stated that the value of the property would not decrease but it would reduce
the amount of space available.

Board Member Freeburg stated that would also be a good question for the brochure.

Board Member Olds stated that he equated it to having a property along a river or stream that is
designated flood plain. He noted that it was developable but it may not be a wise investment.

Chairperson McDilda stated that he will put together a handout for the Expo and e-mail it to the
EPB members for additions or revisions.

Board Member Sibilski submitted the FAQ: "Can you have a wetland even though it is not
designated on the map?"

Coordinator Anderson stated there is a disclaimer in code that says that even ifa wetland doesn't
show on the map, it doesn't mean it doesn't exist. Coordinator Anderson stated that he will look
into whether there is a minimum size threshold before a wetland is subject to the WCA.

Board Member Freeburg asked whether there could be a sign up sheet for community awareness
at the Expo. Chairperson McDilda stated that he would have that available.

Environmental Specialist Bacon submitted the following questions for the Expo: "How do we
know what is in our water? Why do we want to protect the natural resource base for
biodiversity? Is it possible to change our impact without changing our behavior? How long does
extinction last? How do we maintain these designated bodies or measure their recovery? What
lives in these wetlands?"

Case #4: FIREWISE Program

Environmental Specialist Bacon briefed the EPB on information regarding the federal
FIREWISE Program by the U.S. Forest Service and Interior Department. The City Council
responded to a neighborhood request for help with continually dying Scots Pine.
