Regular Planning Commission 8. 5. <br />Meeting Date: 04/04/2019 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title: <br />Review Concept Plan for an Industrial Building at 8200 Bunker Lake Boulevard; Case of DeltaModTech <br />Purpose/Background: <br />The purpose of this case is to provide high-level input on a potential industrial use at 8200 Bunker Lake Boulevard. <br />Concept Plan Review is a high level review of a concept of a proposed development. This step affords the City the <br />ability to provide high level feedback, identify any red flags, and identify pending questions the City would like <br />answered on a more formal review. This step is intentionally more abstract than detailed review. There are multiple <br />steps before project approval. There are no approvals or entitlements provided with this step. The Planning <br />Commission is being asked to review the concept plan due to a pending Tax Increment Financing (TIF) <br />Application. Before embarking on this process, the Planning Commission is being asked to informally weigh in on <br />compliance with the Comprehensive Plan. <br />Notification: <br />No notification required as there is not a formal application. <br />Observations/Alternatives: <br />The subject property is approximately 87 acres and is privately owned. The potential applicant is considering a <br />large industrial building, approximately 136,000 square feet with 50,000 square feet of office space on <br />approximately 20 acres of the Subject Property. The high-level site plan does provide a future opportunity for <br />growth and expansion of the building The City does have strong requirements for buffering and distance between <br />an industrial building and a residential home (southwest of the proposed building on the corner of Puma and <br />Bunker). <br />The site is zoned E-3 and guided for business park in our comprehensive plan update (2040). <br />Staff is looking for high-level feedback on the use, and looking to the Planning Commission to identify any red <br />flags at this stage, and note any questions or concerns that they would like answered if a formal application does <br />come forward. <br />Funding Source: <br />Staff is handling this portion of review as part of normal duties. The Applicant has applied for Tax Increment <br />Financing (TIF) Assistance for this project, to be reviewed by the Economic Development Authority (EDA) and <br />City Council. <br />Recommendation: <br />Staff is looking for general feedback on the proposed use for the Applicant to move forward with and submit a <br />formal application. <br />Staff is looking for: <br />.
