Regular Planning Commission <br />Meeting Date: 04/04/2019 <br />Submitted For: Tim Gladhill, Community Development <br />By: Eric Maass, Community Development <br />7. 3. <br />Information <br />Title: <br />PUBLIC HEARING: Consider Resolution #19-085 Authorizing Submission of the City's 2040 Comprehensive Plan <br />to the Metropolitan Council <br />Purpose/Background: <br />The purpose of this case is for the Planning Commission to consider the City's proposed 2040 Comprehensive Plan <br />following the required six (6) month adjacent and affected jurisdiction review period. The next steps in the <br />Comprehensive Plan update process is to submit the plan to the Metropolitan Council for their official review. <br />Following Metropolitan Council review and approval the plan would then be brought before the City Council for <br />formal adoption. <br />Notification: <br />A Notice of Public Hearing was published in the Anoka County Union Herald. <br />Observations/Alternatives: <br />Staff submitted the draft 2040 Comprehensive Plan for review by adjacent and affected jurisdictions as required by <br />State Statutue. Following that review timeline Staff has reviewed the comprehensive plan and provided updates to <br />that plan based on requirements of the Metropolitan Council. Staff is now prepared to officially submit for review <br />the City's 2040 Comprehensive Plan to the Metropolitan Council. Staff at the Metropolitan Council will first review <br />the Comprehensive Plan for completness and if deemed complete will then move forward in its official review. <br />Once deemed complete and ready for consideration, Staff at the Metropolitan Council would bring the plan forward <br />to the full body of the Metropolitan Council for approval. Once approved by the Metropolitan Council the 2040 <br />Comprehensive Plan would come back to the City for it's official adoption. <br />Alternatives: <br />Alternative 1: Recommend approval of Resolution # 19-085 authorizing staff to submit the City's 2040 <br />Comprehensive Plan update to the Metropolitan Council. Staff supports this alternative. <br />Alternative 2: Do not recommend approval of Resolution #19-085 authorizing staff to submit the City's 2040 <br />Comprehensive Plan update to the Metropolitan Council. The Planning Commission should indicate specific items <br />or areas of the plan they would like to see revised if Alternative 2 is preffered. Staff does not object to Alternative 2 <br />as the extension approved by the Metropolitan Council to submit the plan provides the City until June to ultimately <br />submit the plan. <br />Funding Source: <br />Staff is updating the Comprehensive Plan as part of their normal duties with some assistance from Consultants <br />WSB and Bolton & Menk. The City recieved a grant from the Metropolitan Council to assist in the cost associated <br />with updating the comprehensive plan. <br />Recommendation: <br />
