Absent: Commissioner Rolfe. <br /> <br />APPROVE MINUTES <br /> <br />Motion by Commissioner Olds, seconded by Commissioner Lehman, to approve the following <br />Park and Recreation Commission Regular Meeting Minutes: <br /> <br />1) Planning Commission/Park and Recreation Commission/Environmental Policy Task Force <br /> Joint Meeting Minutes dated March 20, 2003 <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Olds, Lehman, LaMere, <br />Ostrum, and Shryock. Voting No: None. Absent: Commissioner Rolfe. <br /> <br />COMMISSION BUSINESS <br /> <br />Parks/Utilities Supervisor Boos reminded the Commission that this is the third year in a row that <br />the Park and Recreation Commission has met jointly with the City Council in June to discuss <br />park issues. <br /> <br />Case #1: Parking Lot Plan for Elmcrest Park <br /> <br />Parks/Utilities Supervisor Boos explained that the 2003 Parks Capital Improvement program <br />proposes $215,000 for the creation of parking lots and the extension of the neighborhood street <br />as a park drive into Ehncrest park. This amount was intended to also provide for bare root trees <br />as part of this same project. <br /> <br />Parks/Utilities Supervisor Boos stated that following the Commissions review, staff met with <br />Bill Casey from Ramsey Youth Athletic Association to gain additional input. His suggestions for <br />parking configurations and number of spaces have been incorporated into the proposed plan. The <br />subsequent draft plan review with the Police Chief also resulted in a change to the final draft of <br />Elmcrest's parking plan. At the Park Commissions May 2003 meeting, the Commission <br />recommended Council approve the final draft plan, authorize a portion of the 2003 CIP for <br />design and engineering as well as proceed to advertise for bids. <br /> <br />Parks/Utilities Supervisor Boos explained that a shit~ in priority has occurred with regard to the <br />access to Elmcrest. Earlier City Council authorized a condemnation action for routing the access <br />east to T.H. #47 to aid in land purchase negotiations. Since then, the City has recognized the <br />economic development value as well as the improved safety of a northerly connection to 167th <br />Avenue in contrast to the T.H.#47 route. <br /> <br />Parks/Utilities Supervisor Boos stated that the initial focus on activity at Elmcrest Park will be <br />for soccer fields as there is 16 acres of flat irrigated land. He stated that the plan is for the fields <br />to be playable for the 2004 season. He noted that a Park and Recreation Commission work <br />session was held following the Commission's regular April meeting for the purpose of refirfing <br />various layouts and concepts for Elmcrest Park's parking lots and park drive.
