Motion by Commissioner Rolfe, seconded by Commissioner LaMere to approve the preliminary
plat, with Park Dedication and Trail Fees consisting of cash, and the developer be required to
provide the City with a trail easement parallel with T.H. #47 in a recordable form.

Parks/Utilities Supervisor Boos noted there have been many changes since the Commission last
discussed this case in December and January. The private recreational space may be adequate for
some townhome complexes. He also mentioned it was helpful to hear the developer’s proposals
at the meetings in December and January.

Commissioner Rolfe noted the developer has met the requests of the Park and Recreation
Commission in terms of the open space and the easement. He questioned if the new
considerations given to the new townhomes should be made retroactive to this developer. He
stated they shouldn’t. He stated his view is the case should be approved as it is. The
Commissioners agreed with Commissioner Rolfe.

Motion carried. Voting Yes: Vice Chair Johns, Commissioners LaMere, Olds, Shryock, and
Rolfe. Voting No: None. Absent: Chairperson Cook, Commissioner Ostrum.

Case #6 Ramsey Environmental Expo

Parks/Utilities Supervisor Boos explained the Commission must make decisions on whether it
wants to take part in the Expo, when Commissioners can attend, and whether to have a booth.
The Expo is scheduled for Saturday, April 27, 2002.

Vice Chair Johns and Commissioner Olds notified they are both unavailable that day.
Parks/Utilities Supervisor Boos noted that Commissioner Ostrum stated that he could staff the
booth early in the morning. Commissioner LaMere said he could attend early in the morning as
well.

Vice Chair Johns advised since some larger projects are being worked on, it may be helpful to
share some of the positives with the community.

Commissioner LaMere suggested a self-guided display be created.

Commissioner Shryock suggested displaying a map of the parks for the new residents, possibly in
poster form.

Commissioner Rolfe noted there had been some 11”x17” City maps available at one time that
residents could pick up, as well as some aerial photos. He questioned if Staff has the time and
availability to put a display together.

Parks/Utilities Commissioner Boos responded Staff could create something and possibly use
something that’s been displayed in the past.

Park and Recreation Commission/April 11, 2002
Page 10 of 14
