Parks/Utilities Supervisor Boos questioned as an example, how a per capita charge of $10 for <br />landscaping improvements would affect the site in the future. He asked Mr. Peterson’s opinion <br />on this proposal. <br /> <br />Mr. Peterson said the Association should be able to decide on their own what kind of plantings <br />they want. He felt it would be seen as an intrusion to have someone dictate this. He said he <br />hasn’t heard of this idea, and would rather not implement it into his Homeowners’ documents. <br /> <br />Commissioner Rolfe stated the landscaping plan should provide for proper and full reforestation <br />and the Homeowner’s by laws should provide for anything that dies. He asked what should <br />happen with shrubs when they die sooner than trees. <br /> <br />Mr. Peterson responded the Homeowners’ Association typically changes the shrubs to new ones. <br />He offered to consider whether this should be added to the Association’s by-laws. <br /> <br />Parks/Utilities Supervisor Boos noted there hasn’t been a problem with established landscapes. <br />He explained he asked the above questions because townhomes are relatively new to Ramsey and <br />it is helpful to cover everything in the beginning. <br /> <br />Motion by Commissioner Rolfe, seconded by Commissioner LaMere to recommend the Planning <br />Commission consider preliminary plat approval with cash payment contingent on the developer <br />resubmitting an acceptable recreational plan to be approved at the May 9 Park and Recreation <br />Commission meeting including: <br /> <br /> <br />1.Provide trail along Alpine Drive <br /> <br />2.developer to satisfy Trail Fee with cash <br /> <br />3.developer to satisfy Park Dedication fee with cash <br /> <br />4.Provide passive recreational area in the open space as discussed with Staff <br /> <br />Motion carried. Voting Yes: Vice Chair Johns, Commissioners LaMere, Olds, Rolfe, and <br />Shryock. Voting No: None. Absent: Chairperson Cook, Commissioner Ostrum. <br /> <br />Case #3: Provide General Park Dedication Recommendation for Wildlife Sanctuary <br />nd <br />2 Addition <br /> <br />Parks/Utilities Supervisor Boos explained this single family home property is 32 acres in size and <br />is served by utilities. He said when the Park and Recreation Commission discussed this project 2 <br />years ago, the recommendation was that cash be provided, as well as a trail along T.H. #47. He <br />stated the Commission may choose to have the trails in the front of the homes rather than the <br />back. The trail would be entirely out of T.H. #47 limits, but parallel to it. He noted an outlot is <br />preserved in Apple Ridge for this. The developer is required to submit a grading plan.
