P. IO

Commissioner Olds inquired if any of the park buildings have been burned in the City.

Director of Public Works/Fire Chief Kapler replied that there have been some problems at
Central Park, but no problems with buildings being burned.

Chairperson Cook stated that most kids would burn a portable toilet, but most won't mess with a
building.

Director of Public Works/Fire Chief Kapler stated that they could use different materials that
would be more fire resistant.

Chairperson Cook stated that he would be willing to meet with the Council to describe the pit
latrines.

Parks/Utilities Supervisor Boos noted that the other project discussed was Elmcrest Park. The
Council tabled action until the T.H. #47 access is secured

Commissioner Johns requested that staff verify the grant deadline that the City received for
Elmcrest Park.

Parks/Utilities Supervisor Boos noted that he received a request from Sue Brown, 7500 159th
Lane requesting that Titterud Park be upgraded, including a bike path from Jasper Street to the
playground equipment. He noted that Titterud park improvements are included in the 2003
Capital Improvement Plan.

Commissioner Olds inquired as to what the impact would be to move the project up.

Commissioner Johns replied that they would have to take $55,000 from another project.

Parks/Utilities Supervisor Boos stated that he has also has received requests to clean-up Traprock
Park. He stated that he is not aware of any actives taking place in the park for two years. One
direction he was hoping to receive from the Commission is to poll the neighborhood to see if
they would be opposed to removing the structures that are there.

Consensus of the Park Commission was to direct staff to poll the neighborhood and the saddle
club regarding Traprock Park as well as including the Horse Care Board in the discussions.

Director of Public Works/Fire Chief Kapler inquired if there have been a lot of requests for a
skate park.

Chairperson Cook stated that he felt that the Commission should consider building a skate park.

The Park Commission requested that staff put together some budget numbers to construct a skate
park.

Case #3: Reschedule the September 13, 2001 Regular Meeting

Park and Recreation Commission/August 9, 2001
Page 4 of 5
