Otherfaetors as required by the City Council <br /> <br />Parcels Eligible for Cluster Development. Parcels that are 5 acres or larger <br />are eligible for subdivision/clustering under this section. <br /> <br />Urban Development Plan Required. A plan shall be submitted at the <br />sketch plan stage of plat approval that includes the following information: <br /> 1. Current and future lots, including the location of house pads <br /> 2. Current and future streets <br /> 3. Current and future drainage and utility easements <br /> 4. Current and future parks and trails <br /> 5. Other infOrmation as required by the City Council <br /> 6. These requirements may be waived by the City Council for <br /> plats where' only 1 new lot is being created. <br /> <br />Additional Plat Requirements. The following shall be platted as outlots on <br />the final plat: <br /> 1. Future streets <br /> 2. Future parks and trails <br /> 3. Future easements as needed to establish utility connections <br /> 4. Other elements as required by the City Council <br /> 5. These requirements may be waived by the City Council for <br /> plats where only 1 new lot is being created. <br /> <br />All Park and Open Space Dedication requirements listed under Section <br />9.50,30 - Subd. 10 shall apply to cluster subdivisions. The highest priority <br />will be given to portion(s) of the development site identified for protection <br />in the City's Comprehensive Plan and the Master Park and Trail Plan. The <br />City Council and the developer may also negotiate scenic and <br />conservation easements for:high-value open space located within proposed <br />cluster subdivisions. <br /> <br />Home Owners Associations (HOAs) <br /> 1. The developer shall be required to establish a Home Owners <br /> Association (HOA), whose bylaws and articles of <br /> incorporation must be reviewed by the City during the plat <br /> approval process. <br /> 2.
