Case #4: Trail Amenities for Business parks <br /> <br />Moved in the agenda to follow Case #5. <br /> <br />Case #5: Define Language in the Redevelopment Plan <br /> <br />Assistant City Administrator Nelson indicated Bond Council is present to address questions of <br />the EDA regarding the language in the Redevelopment Plan for the Municipal Center project. <br /> <br />Bond Counsel Ippel reviewed thc state statute inrelation to the redevelopment plan. She advised <br />after reviewing the draft of the redevelopment plan, she would suggest the redevelopment project <br />be enlarged to include the entire Ramsey Town Center. <br /> <br />Finance Officer Lund indicated the project includes the entire Town Center and extends past the <br />railroad tracks. <br /> <br />Bond Counsel Ippel stated it is clear if the City were not involved in this project it would not be <br />developed in accordance with the City's goals and objectives for the area. There would be more <br />housing and surface parking than the City would like to see. She indicated Paragraph B can be <br />amended slightly to reflect this. There could also be more reference to the City's infrastructure <br />that will be installed for the balance of the Ramsey Town Center project. She explained there is <br />time to make changes to the redevelopment plan, as it will not be adopted until March. <br /> <br />Chairperson Riley inquired if Section E. 1 can be amended. Bond Counsel Ippel replied there is <br />no ability to amend Section E, as the statutory findings that are required for a redevelopment <br />project area are laid out in El, E2, and E3. She explained although the language used is <br />"redevelopment", the statute refers to redevelopment and development interchangeably. She <br />advised these findings are correct, because the redevelopment area would not redevelop in <br />accordance with this plan without the financial assistance the City and EDA are bringing to this <br />project. She explained the budget for the Municipal Town Center will include language <br />regarding the infrastructure that will be installed as a result fthe whole Ramsey Town Center <br />project. <br /> <br />Member Gromberg stated Paragraph E1 states that:this area would not develop without the EDA <br />expending more funds, but roads have already been installed and there will be assessment <br />hearings for the property. There is a master plan of the Town Center and it has already been <br />determined what will be in this area. <br /> <br />Member Strommen commented some of the issues :have only come to light as they have tried to <br />put the initial master development agreement into practice. <br /> <br />Assistant City Administrator Nelson stated the land for the Municipal Center was given to the <br />City as part of the Master Development Agreement.
