Member Gromberg stated the third aspect WOuld be the maintenance of the current trails.
Member Strommen explained the maintenance 0fthe current trails has been a concern of the
Council. A Park Trust Fund has been created to provide maintenance funds.

The consensus of the EDA was to direct staff to draft a memo to the Park Commission stating
that the EDA is interested in adding trails in industrial parks into its Master Trail Plan and in
maintaining the current trails; and to authorize Chairperson Riley to sign the memo to the Park
Commission.

Case #6: Staff Update

The EDA reviewed the staff update

Golf Tournament: Associate Planner Waldrecluested direction from the EDA regarding the golf
tournament. She explained staff has discussed a Mardi Gras theme or a Cinqo de Mayo/Mexican
Theme with a fiesta.

Councilmember Strommen expressed concern with ethnic stereotypes being associated with a
Mexican theme. Member Gromberg concurred.

Economic Development Consultant Mulrooney suggested the term Mexican be excluded from
the description, and that it simply be described as a fiesta.

Member Kiefer commented a menu of steak and shrimp would be preferable to a taco bar.

The consensus of the EDA was to have the menu consist of steak and shrimp, rather than a taco
bar.

CDBG Funds: Economic DevelopmentdTIF specialist Sullivan reported the City was awarded
$247,908.81 to be spent on acquisition and clean up of the Debee Property and clean-up of the
St. Paul Terminals property. Staff has applied for additional funds to help with the acquisition of
the St. Paul Terminals Property.

Zero Zone Refrigeration: Member Kiefer inquired about administrative requirements regarding
funding for Super Value in relation ito Zero Zone. Economic Development/TIF Specialist
Sullivan replied Super Value has paid off the Revolving Loan Fund in full. The City had already
received its portion of the funds and the remaining is going to the state. If Super Value will be
holding the land as Super Value the assumption agreement should be transferred to Super Value.
It may be that Zero Zone will remain the oWner of the land.

Pulte Homes: Associate Planner Wald indicated there will be a special meeting with Pulte
Homes, rather than the Planning Commissioh meeting in March. The City is working on the
master planning and it affects this property. Staff will meet with Pulte Homes on February 25th,
which is when the cases must be completed for the Planning Commission. Pulte Homes has
asked that their meeting be rescheduled.

Economic Development AuthOrity/February 16, 2005
page 8 of 9
