Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />CC Regular Session <br />Meeting Date: 04/23/2019 <br />Submitted For: Kurt Ulrich, Administrative Services <br />By: Kathy Schmitz, Administrative Services <br />Information <br />7. 6. <br />Title: <br />Policy Regarding Remote Attendance and Participation in Council and Commission Meetings <br />Purpose/Background: <br />This policy was last reviewed by the City Council at the work session of March 26, 2019. At that time final <br />revisions were made to the proposed policy that have been incorporated into the attached remote attendance policy <br />document. The policy is under consideration based upon some commission members and past Council members <br />desiring this option based upon certain circumstances. <br />The standards for remote meeting attendance as provided by state law are included in the City Attorney's attached <br />memo, These restrictions can be cumbersome from a technical standpoint and QCTV has consulted with a vender <br />to obtain a quote to install the necessary equipment and software upgrades. <br />Quad Cities Cable Television (QCTV) has researched this topic and found it to be technologically feasible and have <br />provided a cost that is outlined below. Before proceeding with the project, the QCTV governing board is inquiring <br />about the level of interest regarding moving forward. <br />Funding Source: <br />QCTV has researched this topic and found that the cost to outfit each Council Chambers to meet the statatory <br />requirement is proposal would cost $4,657.09 per city. Sufficient QCTV unallocated reserve funds are available to <br />complete the total project for all four communities at a cost of $18,628.36. The policy includes language that the <br />user would cover any additional cost or expense of attending a meeting remotely. <br />Recommendation: <br />Staff reccommends approval of the attached Policy Regarding Remote Attendance and Participation in Council and <br />Commission Meetings. Upon adoption staff will notify QCTV to proceed with the necessary improvements to our <br />system. <br />Action: <br />Motion to approve the attached Policy Regarding Remote Attendance and Participation in Council and Commission <br />Meetings. <br />Attachments <br />Policy Draft 032619 <br />
