Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #19-104 <br />RESOLUTION ACCEPTING RESIGNATION OF THE WARD 3 COUNCILMEMBER, <br />DECLARING A VACANCY IN THE OFFICE OF THE WARD 3 COUNCILMEMBER <br />AND CALLING FOR A SPECIAL ELECTION TO FILL THE VACANCY <br />WHEREAS, City Councilmember Melody Shryock, who represents the City in Ward 3, <br />has submitted her written resignation from said office effective May 1, 2019; and <br />WHEREAS, pursuant to the City Charter, Section 2.5 a vacancy in the Council exists <br />upon the resignation in writing of a Councilmember filed with the City Clerk; and <br />WHEREAS, pursuant to City Charter Section 2.5, when a vacancy occurs on the Council <br />with 365 days or more remaining in the term of the vacated office, the Council shall, by resolution, <br />declare the vacancy to exist and such vacancy shall be filled by Special Election according to City <br />Charter requirements.; and <br />WHEREAS, Councilmember Shryock's term of office expires December 31, 2022, which <br />is more than 365 days from the May 1, 2019 vacancy date. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:A <br />1) That Councilmember Melody Shryock's resignation from the City Council as the Ward 3 <br />representative, effective May 1, 2019, is accepted. <br />2) That the City Council publicly declares that a vacancy exists in the City Council — Ward 3 <br />elective office. <br />3) That as a result of the vacancy in the Ward 3 office, and because more than 365 days remain <br />in the term of the vacated office, pursuant to City Charter requirement, the City Council <br />hereby directs that a special election be held. <br />4) That if three or more candidates file for such office, a Primary Election will be held on <br />August 13, 2019. <br />5) That State Statutes now dictates uniform election dates for Special Elections and the first <br />authorized date for a Special Election would be Tuesday, November 5, 2019. This date <br />allows all regular election timelines to be followed with no compressed periods. <br />
