Councilmember Hendriksen replied that he would like to see large industrial businesses that <br />would generate a lot of tax dollars for the City because Ramsey has a very large area that will <br />always be residential. <br /> <br />Commissioner Dempsey stated that assuming that the North Star corridor will be developed in <br />the near future and the river crossing in the next 5 to 10 years, the City cm'r, ently has brought in <br />businesses that have to import workers. It would be beneficial to focus on a business park, <br />especially where the river crossing meets up with Highway #10. <br /> <br />Mr. Gordon inquired if there are other residential standards that need to be addressed other than <br />the transition zone. <br /> <br />Commissioner Nixt noted that the new sidewalk ordinance needs to be implemented into <br />Chapter 9. <br /> <br />Consensus of the Committee was that the lot sizes and setbacks are adequate. <br /> <br />The Committee discussed at length whether low-income housing should be constructed in one <br />specific area or be included as a portion of other developments. <br /> <br />Councilmember Hendriksen inquired as to why low-income or moderately priced homes have to <br />be new construction. He stated that he thinks there is something wrong with the definition of <br />low-income housing. <br /> <br />Commissioner Nixt inquired if it is the City's responsibility to deal with affordable housing as it <br />relates to Chapter 9. <br /> <br />Councilmember Hendriksen replied yes, if it requires a certain land use designation. <br /> <br />Consensus of the Committee would be to favor an ordinance that would permit affordable <br />housing within a higher density residential development rather than in a specific area zoned <br />solely for low income housing and research the possibility of using existing homes. <br /> <br />Mr. Gordon stated that a maintenance program would allow the City to use existing homes for <br />low-income housing. <br /> <br />Community Development Director Frolik inquired if existing homes should be included when <br />determining affordability goals. <br /> <br />Councilmember Hendriksen stated that he does not want to create a loophole that allows a <br />development of very poor quality. <br /> <br />Mr. Gordon explained that it is possible to achieve affordable housing in a new development by <br />reducing the lot size, which would make for a nice development but reduce the price of the <br />homes. He suggested creating a zoning district that would allow lot sizes of 6,000 to 7,000 <br />square feet. <br /> <br />Chapter 9 Committee/July 27,2000 <br /> Page 2 of 3 <br /> <br /> <br />
