City Engineer Jankowski explained that at the assessment hearing last fall some of the residents <br />in Pineview Estates objected that the large lot was only receiving one assessment. <br /> <br />Councilmember Zimmerman inquired if the Council would have the option of choosing which <br />assessment procedure they would want to use. <br /> <br />City Engineer Jankowski replied that staff will leave the policy as is unless they are directed to <br />do otherwise. <br /> <br />Councilmember Strommen inquired as to how often it would happen where there would be great <br />disparity. <br /> <br />City Engineer Jankowski replied that it is rare. <br /> <br />Principal City Engineer Olson stated that staff needed direction from the Council on how they <br />would like to proceed with assessments for 2003 so they can include that information in the <br />feasibility study. <br /> <br />Councilmember Elvig stated that if they are going to stay with the current policy for now, than <br />they should have a time frame as to when they should consider the issue again. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to recommend that the <br />City Council not change the current City's street assessment policy. <br /> <br />Further discussion: Councilmember Zimmerman stated that he would like to review the issue <br />again prior to the next street assessment program. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Elvig, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #4: Discussion on Campaign Sign Placement Issues <br /> <br />Director of Public Works/Fire Chief Kapler stated that in the summer of 1999, during a special <br />election, staff was given direction on dealing with illegally placed campaign signs throughout the <br />City of Ramsey. This informal direction included: <br /> <br />· Only reacting to complaints, staff was not to survey the City for illegally placed signs. <br />· Once a complaint was received, staff was to contact the party and notify them of the <br /> illegally placed sign. <br />· Once notified, a 48-hour time period was allowed for the part to remove the sign. <br />· If the sign was not removed in 48 hours, staff was to remove the sign and notify the part <br /> of where to pick up the sign. <br /> <br />During the 2002 elections, staff again dealt with signs located in prohibited locations.
