Assistant Director of Public Works Olson noted that in the River Falls ordinance no site distance <br />is required at a controlled intersection. <br />Mayor Gamec stated that he did not think that they should be requiring a large site distance area <br />within the Town Center. <br />Councilmember Zimmerman stated that in the residential area if there is a large clear zone people <br />will tend to go right through the stop sign. He felt that if there is a four way stop sign it would <br />negate the need for a clear zone. Where the clear zones should be used are in areas where people <br />are driving at higher speeds. <br />Councilmember Cook stated that clear zones should be required on non -controlled intersections. <br />Councilmember Zimmerman stated that one of the things the County has required that the City <br />should consider requiring is that any new subdivision that accesses a county road has to construct <br />a turn lane to keep the main traffic flowing. <br />Councilmember Cook stated that he thought the River Falls ordinances seemed fairly workable <br />and suggested that they review it further. He felt that if site lines are required in the Town Center <br />it should only be done so in the residential area. <br />Director of Public Works Olson stated that he has seen a lot of buildings that have gone up with <br />octagon design on the corner and if they have something in place prior to the development of the <br />Town Center they may have better luck getting such a design. <br />Director of Public Works Kapler noted that at this point staff wanted to discuss the concept of a <br />clear zone, but was not looking for any action. <br />Councilmember Cook stated that he liked the concept, but would like to see how certain distances <br />would impact the different types of development. <br />City Engineer Jankowski noted that if they were to implement such a policy they would have <br />recognize pre-existing situations. <br />Assistant Director of Public Works Olson stated that the one advantage for implementing such a <br />policy is that if a clear zone area is identified up front the City could place an easement over the <br />property to prevent planting within the area. <br />Mayor Gamec inquired if that was information they could include in the development agreement. <br />Assistant Director of Public Works Olson replied yes. <br />No action required. <br />Public Works Committee/November 18, 2003 <br />Page 7 of 10 <br />
