Mr. Herron replied that production can vary daily. Mayor Gamec suggested that they monitor the odor based on the production to see if there is any correlation. Director of Public Works/Fire Chief Kapler explained that the monitoring was done for a trial period, but there are people that live by the plant that don't agree with the monitoring. Staff was trying to determine if there was relationship between weather or wind, etc., but based on the results of the monitoring it does not seem that there is. Mr. Herron explained that the different types of products have different odors. They are in a time period where the colder air keeps the odors near the surface and they are also using more recycled materials currently, which have a stronger odor. Mayor Gamec stated that it is a difficult situation when the company has received an award from the MPCA for the cleanliness of the operation. Director of Public Works/Fire Chief Kapler noted that the plant is closing this Friday, but staff would like some direction as to what they should do next year. Councilmember Zimmerman stated that he thought it would be beneficial to continue monitoring the odors. Mayor Gamec replied that he would like to include the amount of production that is occurring each day so they can compare that to the days an odor is being detected. Mr. Herron recommended that they add two additional columns to the form, one for tons per day and the other one for hours of operation per day. He noted that compressing their operating hours when they do get a cold spell is something they intend on doing next year. Street Supervisor Riemer inquired if most of the production occurs in the morning. Mr. Herron replied that typically it does, but it can depend on the project.
