Mr. Herron replied that production can vary daily. <br />Mayor Gamec suggested that they monitor the odor based on the production to see if there is any <br />correlation. <br />Director of Public Works/Fire Chief Kapler explained that the monitoring was done for a trial <br />period, but there are people that live by the plant that don't agree with the monitoring. Staff was <br />trying to determine if there was relationship between weather or wind, etc., but based on the <br />results of the monitoring it does not seem that there is. <br />Mr. Herron explained that the different types of products have different odors. They are in a time <br />period where the colder air keeps the odors near the surface and they are also using more recycled <br />materials currently, which have a stronger odor. <br />Mayor Gamec stated that it is a difficult situation when the company has received an award from <br />the MPCA for the cleanliness of the operation. <br />Director of Public Works/Fire Chief Kapler noted that the plant is closing this Friday, but staff <br />would like some direction as to what they should do next year. <br />Councilmember Zimmerman stated that he thought it would be beneficial to continue monitoring <br />the odors. <br />Mayor Gamec replied that he would like to include the amount of production that is occurring <br />each day so they can compare that to the days an odor is being detected. <br />Mr. Herron recommended that they add two additional columns to the form, one for tons per day <br />and the other one for hours of operation per day. He noted that compressing their operating <br />hours when they do get a cold spell is something they intend on doing next year. <br />Street Supervisor Riemer inquired if most of the production occurs in the morning. <br />Mr. Herron replied that typically it does, but it can depend on the project. <br />ADJOURNMENT <br />Motion by Councilmember Cook, seconded by Mayor Gamec, to adjourn the meeting. <br />Motion carried. <br />The regular meeting of the Public Works Committee adjourned at 7:25 p.m. <br />Public Works Committee/November 18, 2003 <br />Page 9 of 10 <br />
