Mr. Otto - Ralph Burke Associates - Stated that Ralph Burke headquarters is <br />in Chicago and ~here is another store front office in Idaho. Ralph Burke <br />Associates ha~'worked in 37 States, Canada, Iceland and overseas. They have <br />handled air~or%s similar to Ramsey's on up to O'Hare in Chicago and they feel <br />they can bring expertise to this project. <br /> <br />Mr. Koshak reviewed the following with the Commission: <br /> <br />Attachment <br /> <br />Letter dated December 13, 1983 from Hakanson/Anderson to <br />Ramsey Airport Commission Chairman Ippel regarding <br />Ramsey Industrial Airport, Proposal for Airport Master <br />Plan. <br /> <br />Attachment II: Letter dated December 12, 1983 from Ralph Burke Associates <br /> to Mr. Koshak of Hakanson/Anderson, Ref. %83004 AP <br /> <br />Mr. Koshak stated that if the proposal for the master plan is approved, there <br />would be a con%tact between Ramsey and Hakanson/Anderson, a contract between <br />Ramsey and the State, and a contract between Hakanson/Anderson and Ralph Burke <br />Associates. There will be a clause in the contract that if the City and State <br />are in agreement, the project can be ceased; this will have to be a mutual <br />agreement between the City and State. This would terminate Hakanson/Anderson's <br />agreement with Ralph Burke Associates, also. <br /> <br />Mr. Otto noted that the City's agreement with Hakanson/Anderson and Ralph Burke <br />Associates must be forwarded to Mn/DoT for approval which serves as added <br />protection for the City. <br /> <br />Chairman Ippel inquired if there is a timing factor that would cause problems <br />during that time period when the City receives bills from Hakanson/Anderson <br />and the City is waiting for reimbursement from the State? <br /> <br />Mr. Otto replied that he would check into this matter. <br /> <br />It was also'pointed out that Attachment I is a cost table and not a time table, <br />that public involvement will occur approximately one month after Hakanson/ <br />Anderson receives the go ahead on the project. <br /> <br />Mr. Otto stated that if ultimately, Ramsey is looking for Federal funds for <br />construction at the airport, Ramsey should make sure to comply with Federal <br />criteria all along the way. An airport master plan falls into that category. <br />There are extra requirements put on the City looking for that 90% funding <br />from the Federal government. <br /> <br />Motion by Co~mmissioner Soderholm and seconded by Commissioner Moen to recommend <br />Council approval of Hakanson/Anderson's proposal for an Airport Master Plan <br />for Ramsey Industrial Airport. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Donovan, Moen, <br />Soderholm and Greenberg. Voting No: None. Absent: Commissioners Patz, <br />Sieber, Siebert and Morrow. <br /> <br />Commissioner Moen dismissed herself at 9:22 p.m. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Greenberg and seconded by Commissioner Donovan to adjourn <br /> <br />AP/December 14, 1983 <br /> Page 2 of 3 <br /> <br /> <br />
