snowplowing; not salaries. <br /> <br />Willard B~eu~ Stated that figures quoted in the survey of communities hosting <br />airports Were lean. <br /> <br />Mr. Otto r~epl~ed that a lot of communities report differently; a typical <br />arrangeme~t iS that the Fixed Base Operator on the field is also the airport <br />manager. <br /> <br />Willard Breu - Stated that an airport is a big investment to make with no <br />leadership~ and management. <br /> <br />Chairman~IpPel stated that management, administration and policy setting would <br />come thro~hI the Airport Coxmission. <br /> <br />Willard Breu- Noted that there was not much activity evident on the video tape <br />of airports....Mr. Breu stated that he is not against development but he happens <br />to live ~f~ the end of the runway and increased airport useage increases the <br />risk factor. <br /> <br />Mr. Otto-replied that ,t~.e entire surface around the airport is restricted 150' <br />above aizp~rt elevation, there is land use safety zoning and Zone A is an area <br />of no dev~o~ent extending 2200' from the end of the primary surface; Zone B <br />has specific :tand density restrictions, types of uses, etc. Zone C has general <br />restrictiohs ~ike not allowing construction of anything that would create <br />electrical', disturbances, exceed 150' in height, etc. <br /> <br />Mr. Steve DeLuca - Inquired if environmental impact study would be done on the <br />airport a~ what would the timetable be; Anoka County has begun the <br />envirorm~al .impact study for Site P. <br /> <br />Mr. otto repl~ied that the environmental impact study cannot be initiated until <br />City Council ~akes a decision to approve the airport master plan; this means <br />that an ETS cannot begin for about 3-5 months. <br /> <br />Mr. DeLuca i~ired if selection of Site P preclude airport development. <br /> <br />Mr. Otto repli.ed that the selection of Site P would threaten the airport <br />future; that h~s understaD~]ing is that the landfill will cease to exist in 7 to <br />10 year t~ frame unless expansion is allowed. <br /> <br />Mr. Fountain stated that Anoka County is going to have to make a landfill <br />inventory site selection by 1987 and it might be Site P. <br /> <br />Chaiman IDpel. stated that the ultimate siting comes from Metro Council and <br />they will mmke their selection by 1990. <br /> <br />Mr. DeLuca inoted that if incoming volume continues at it's current rate, the <br />landfill life ~is projected at 2 years. <br /> <br />Mr. Fountain inquired if the Airport Commission has information that Site P <br />will not be selected. <br /> <br />May Z~/, 1985 <br />Page 5 of 8 <br /> <br /> <br />
