Gilbert Me~kveld stated that he recently sold 12 lots on the west side of <br />County Ndl ~ #56! there are a lot of homes planned to built in that area. <br /> <br />Mr. Otto stated that the same rules of acquisition would apply to those lots; <br />the absolute earliest that acquisition could occur is another 2 to 2-1/2 years. <br /> <br />Willard Breu stated that if building in that area Menkveld referred to isn' t <br />restricted~ the acquistion costs will increase the total cost of airport <br />development. <br /> <br />Chairman Ippel stated that building cannot be restricted until after airport <br />zoning is An :place and that cannot happen until Council adopts the Airport <br />Master Pla~. 'The Airport Commission did request that Council put a moratorium <br />in place ~ntil a decision is made on the airport but Council did not want to <br />set a precedent. <br /> <br />Gilbert Me.pkveld inquired as to what happens when a portion of a lot is in the <br />airport zones. <br /> <br />Mr. Otto replied that where properties are severed, the entire property is <br />reconm~nded for acquisition. <br /> <br />Commissioner Sieber stated that there is more to the airport issue than <br />financial considerations and asked for comments from the public. <br /> <br />Jerry Jurva - Stated that in the early 70's he was associated with the <br />developer of Air Lake; the industrial park materialized after the airport and <br />the revenues that park is bringing to the City must be unbelievable; an airport <br />is an important cog in the wheel of industrial develounent; property values to <br />the south of the cities have doubled. <br /> <br />Willard Breu inquired if the City Charter requires an issue like the airport <br />going to a'vote of the public. <br /> <br />Go,missioner Sieber stated that it will go to a vote of the public if General <br />Obligation~bonds are used to fund the project; everything done would be by <br />ordinance and' ordinances are subject to referendum. <br /> <br />Willis Berry - Stated he is anti-development and he would like Ramsey to be a <br />bedroom (x~unity. <br /> <br />Commissioner Larsen stated that Council professes to be serious about <br />industrial development. <br /> <br />Mr. Jerry Jurva stated that when city sewer and water come in, people will want <br />more tax base in the oo~unity to cover the costs. <br /> <br />Co~aissione~r Greenberg stated that he has a business in Ramsey, lives in <br />Nowthen and has 5 children that were educated in the Elk River School District; <br />his residential property taxes are $450/year, none of which go to the school <br />district that i educated his children; his commercial taxes in Ramsey are <br />$23,000/year, some of which go to the A~oka school district; not any of that <br /> May ~, 1985 <br /> <br />Page 7 of 8 <br /> <br /> <br />
