requesting an amendment to the 1995 Comprehensive Plan to allow for a medium density <br />rd <br />townhouse development on the southwest quadrant of T.H. #47 and 153 Avenue. Medium <br />density is restricted to a maximum of 7 units per acre. The 1995 Comprehensive Plan indicates <br />that the subject property is designated for commercial uses. The March 2001 Draft of the <br />Comprehensive Plan shows the subject property designated for medium density residential and <br />therefore the proposed development is consistent with the March 2001 Draft Comprehensive <br />Plan. <br /> <br />Citizen Input <br /> <br /> <br />Al Kempf, 15220 St. Francis Boulevard, Ramsey, noted that the northeast and northwest <br />rd <br />quadrants of 153 Avenue and T.H. #47 are listed as places to shop. He said he is aware that <br />there have been requests for changes to be made to the comprehensive plan. He asked what the <br />rd <br />latest vision was of what will go in north of 153 Avenue. <br /> <br />Principal Planner Trudgeon responded the property owner has been in negotiations for high <br />density residential. Townhomes are proposed. He added the Council will consider that on <br />December 11, 2001. He stated that this particular plan is consistent with the March 2001 draft of <br />the Comprehensive Plan. <br /> <br />Mr. Kempf expressed his view that the land is more conducive to business or commercial. In <br />looking at the concept plan, he said he sees no alternate egress. He said the businesses that he felt <br />would fit would have parking in front and trucks in back. The property has a narrow front lot. <br />There would probably be a back access for truck to make deliveries. He said he also questions <br />the placement of the roadway. There is a private road, which he doesn’t think the city <br />acknowledges any longer. He said the road that ends on the south comes right up to his back <br />yard. He lost yardage to the street in front. His recommendation to the city was to make parking <br />on the frontage road one side only. The drawing showed a curve on the frontage road and this <br />would go right up to his yard. He explained he was in favor of the land being zoned business <br />because of both the access and egress from 153rd. He asked where hook ups to sewer and water <br />would take place. He said that sewer and water run through his back yard. He expressed concern <br />on the use of a pond. <br /> <br />Community Development Director Frolik advised Mr. Kempf to talk with the City Engineer for <br />sewer and water concerns. She stated the utility plan would be approved at the time of the <br />preliminary plat, which is a public hearing. He could contact the city engineer if he wished for <br />advanced information on that. <br /> <br />Nicole Immerheiser, 15245 Germanium Circle N.W., stated the pond smells. She had called <br />public works and they had someone walk through the field; nothing has been done. She said that <br />seven months out of the year, it is barren and has just sludge at the bottom of it. The pond has <br />never been sprayed for mosquito control. The water is stagnant and looks slimy from fertilizer <br />overflow. In the winter, the pond is frozen and not so unsightly. The trees that encircle the pond <br />rd <br />on 153 Avenue are almost dead. She said that two crab apple trees have been planted, though <br />they are not healthy.
