Chairperson Nixt asked if there have been any complaints or issues with Phase I.

Community Development Assistant Wald answered there have not been.

Motion by Commissioner Sweet, seconded by Commissioner Watson, to approve the proposed
site plan for phase II of Sunfish Gateway contingent upon compliance with City Staff review letter
dated November 30, 2001.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Sweet, Watson, Brauer, and
Reeve. Voting No: None. Absent: Commissioners Johnson and Kociscak.

Case #11: Schedule a Date for Comprehensive Plan Public Hearing

Principal Planner Trudgeon said that for the past six months, the City Council has met with Larry
Bakken, a facilitator, to try to reach consensus about the Comprehensive Plan. The Council held
the last meeting with the facilitator on November 26, 2001. At their November 27, 2001 meeting,
the City Council referred a revised Comprehensive Plan to the Planning commission for review
and requested that they hold a joint public hearing with the City Council. The preference is to
have a public hearing in January.

Commissioner Watson stated that he heard that the residents did not like the open house format.
They felt they got conflicted or biased information. He said people wanted to see a traditional
hearing format.

Commissioner Sweet said people felt they were denied their voice.

A discussion took place regarding the format of the meeting; length of presentation and public
hearing portion; start time; whether to accept written comments; where to advertise; and whether
maps should be sent to residents.

Principal Planner Trudgeon summarized the decision to hold a public hearing on January 24 at
6:00 p.m. Residents can view the information stations from 6:00 – 7:00 p.m. and the formal
hearing will start at 7:00 p.m. The agenda will list clear steps. The February meeting of the
Planning Commission will include the results of the hearing as an agenda item and a
recommendation will then be made to the Council. The meeting will be publicized in two
publications (Anoka Union, Ramsey Resident), and a colored map will be sent to residents.

Case #12: Monthly Status Report

Noted.

Case #13: Zoning Bulletin

Noted.

Planning Commission/December 4, 2001
