After the Department <br />reviews all information submitted and contact the Grants.gov Help Desk to validate <br />reported technical issues, DOT staff will contact late applicants to approve or deny a <br />request to submit a late application through Grants.gov. If the reported technical issues <br />cannot be validated, late applications will be rejected as untimely. <br />E. Application Review Information <br />1. Criteria <br />This section specifies the criteria that DOT will use to evaluate and award <br />applications for BUILD Transportation grants. The criteria incorporate the statutory <br />eligibility requirements for this program, which are specified in this notice as relevant. <br />Projects will also be evaluated for demonstrated project readiness and benefits and costs. <br />i. Primary Selection Criteria: <br />Applications that do not demonstrate a potential for moderate long-term benefits <br />based on these criteria will not proceed in the evaluation process. DOT does not consider <br />any selection criterion more important than the others. BUILD Transportation planning <br />grant applications will be evaluated against the same criteria as capital grant applications. <br />While the FY 2019 Appropriations Act allows funding solely for pre -construction <br />activities, the Department will prioritize FY 2019 BUILD Transportation grant program <br />funding for projects that propose to move into the construction phase within the period of <br />obligation. Accordingly, applications for BUILD Transportation planning grants will be <br />less competitive than capital grants. <br />The selection criteria, which will receive equal consideration, are: <br />PAGE 30 <br />
