provide environmental benefits, such as brownfield redevelopment, ground water <br />recharge in areas of water scarcity, wetlands creation or improved habitat connectivity, <br />and stormwater mitigation. <br />(e) Quality of Life <br />The Department will consider the extent to which the project: (i) increases <br />transportation choices for individuals to provide more freedom on transportation <br />decisions; (ii) expands access to essential services for communities across the United <br />States, particularly for rural communities; or (iii) improves connectivity for citizens to <br />jobs, health care, and other critical destinations, particularly for rural communities. <br />Americans living in rural areas and on Tribal lands continue to disproportionately lack <br />access and connectivity, and the Depatttnent will consider whether and the extent to <br />which the construction of the transportation project will allow concurrent installation of <br />fiber or other broadband deployment as an essential service. <br />ii. Secondary Selection Criteria <br />(a) Innovation <br />The Department will assess the extent to which the applicant uses innovative <br />strategies, including: (i) innovative technologies, (ii) innovative project delivery, or (iii) <br />innovative financing. <br />(i) Innovative Technologies <br />DOT will assess innovative approaches to transportation safety, particularly in <br />relation to automated vehicles and the detection, mitigation, and documentation of safety <br />risks. When making BUILD Transportation grant award decisions, the Department will <br />consider any innovative safety approaches proposed by the applicant, particularly <br />PAGE 33 <br />
