This experimental authority is <br />available to test changes that would improve the efficiency of project delivery in a <br />manner that is consistent with the purposes underlying existing requirements; it is not <br />available to frustrate the purposes of existing requirements. <br />When making BUILD Transportation grant award decisions, the Department will <br />consider the applicant's proposals to use SEP-14 or SEP-15, whether the proposals are <br />consistent with the objectives and requirements of those programs, the potential benefits <br />that experimental authorities or waivers might provide to the project, and the broader <br />applicability of potential results. The Department is not replacing the application <br />processes for SEP-14 or SEP-15 with this notice or the BUILD Transportation grant <br />program application. Instead, it seeks detailed expressions of interest in those programs. <br />If selected for an BUILD Transportation grant award, the applicant would need to satisfy <br />the relevant programs' requirements and complete the appropriate application processes. <br />Selection for a BUILD Transportation grant award does not mean a project's SEP-14 or <br />SEP-15 proposal has been approved. The Department will make a separate determination <br />in accordance with those programs' processes on the appropriateness of a waiver. <br />(iii) Innovative Financing <br />DOT will assess the extent to which the project incorporates innovations in <br />transportation funding and finance through both traditional and innovative means, <br />including by using private sector funding or financing and recycled revenue from the <br />competitive sale or lease of publicly owned or operated assets. <br />PAGE 36 <br />
