CC Work Session 2. 1. <br />Meeting Date: 05/28/2019 <br />Information <br />Title: <br />Local Road Funding <br />Purpose/Background: <br />The purpose of this case is to update the Council in regard traditional information and research on franchise fees for <br />local road funding. Further consideration of the franchise fee has resulted in additional research, including the <br />following: <br />• A list of responses to frequently asked questions (FAQs) raised during the March public input meetings is <br />attached. <br />• Contact local utilities and conduct current revenue analysis based upon number of meters. An estimate of <br />revenue based upon utility information is attached. <br />• City staff is in the process of updating the impact analysis of road funding options on local properties based <br />upon value, considering property taxes versus franchise fees. <br />• The financial impact of a rebate policy to address properties that received assessments over the past 5 years is <br />attached. <br />• The draft franchise fee ordinance from 2013 is included for reference. The ordinance has a specific purpose <br />statement designating the fee to local road purposes and other policy considerations. <br />• Consider possible ballot questions, either advisory or specific ordinance amendments. The August Special <br />Election is too soon to post a question, although the November 2019 Special election is still a possibility, but <br />it would need to be expanded to include all City wards. <br />• Staff has met with the Charter Commission and a committee of the Charter Commission to consider this <br />issue. The Charter Commission has asked for additional research regarding the use of franchise fees in <br />Minnesota and other cold climate states for road maintenance. Attached is a a list of franchise fee cities <br />identified by a utility company (NSP) and a 2013 study od cities with franchise fees.
