Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #19-142 <br />RESOLUTION APPROVING JOINT POWERS AGREEMENT FOR THE <br />SIGNALIZATION OF NOWTHEN BOULEVARD/COUNTY STATE AID HIGHWAY 5 <br />AT 170TH AVENUE NW <br />WHEREAS, Anoka -Hennepin Independent School District No. 11 is constructing a new <br />elementary school east of the intersection of Nowthen Boulevard/CSAH 5, which is owned, <br />operated and maintained by Anoka County, and 170th Avenue NW, which is owned, operated and <br />maintained by the City of Ramsey; and <br />WHEREAS, certain improvements are proposed at the intersection of Nowthen <br />Boulevard/CSAH 5 and 170th Avenue NW to safely accommodate projected traffic volumes at <br />this intersection; and <br />WHEREAS, the proposed improvements include construction of left and right turn lanes <br />on Nowthen Boulevard/CSAH 5, shoulder modifications, bituminous trail modifications, <br />pedestrian curb ramps, pavement striping, and a new traffic control signal system; and <br />WHEREAS, a Joint Powers Agreement was prepared to define cost -sharing and other <br />responsibilities of all parties involved with constructing, operating and maintaining the <br />improvements; and <br />WHEREAS, the parties agree it is in the best interest of the traveling public to construct <br />the improvements. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) The Mayor and City Administrator are hereby authorized and directed to enter into a Joint <br />Powers Agreement with Anoka County and Anoka -Hennepin Independent School District <br />No. 11 for the construction, operation and maintenance of said intersection improvements <br />in 2019 for and on behalf of the City of Ramsey. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Musgrove, and upon vote being taken thereon, the following voted in favor thereof. <br />Mayor LeTourneau <br />Councilmember Kuzma <br />Councilmember Musgrove <br />Councilmember Heinrich <br />Councilmember Riley <br />
