Councilmember introduced the following resolution and moved for its adoption. <br />RESOLUTION #19-132 <br />RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR <br />IMPROVEMENT PROJECT #18-09, COR INFILTRATION BASIN IMPROVEMENTS <br />WHEREAS, pursuant to Ramsey City Council Resolution #18-056, adopted March 27, <br />2018, a Feasibility Report was prepared by the City Engineer with reference to construction of <br />stormwater infiltration basins, a storm water lift station and other appurtenant work; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #18-072, adopted April 9, 2018, <br />the City Council approved the Feasibility Report, and ordered the City Engineer to prepare plans <br />and specifications for the making of such improvements; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #19-093, adopted April 23, <br />2019, the City has acquired title to Part of Outlot A, Ramsey Town Center 13th Addition to be used <br />in the infiltration basins; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #19-115, adopted May 14, 2019, <br />the City Council accepted final plans and specifications and authorized advertisements for bids for <br />said improvements; and <br />WHEREAS, bids were advertised in the Anoka Union Herald and in Finance and <br />Commerce on May 17 and May 24, 2019; and <br />WHEREAS, bids were received, opened, and tabulated on June 7, 2019, and the following <br />bids were found to comply with the advertisement for bids; and <br />Contractor <br />TOTAL BID <br />Northern Lines Contracting, Inc. <br />$607,136.11 <br />Rachel Contracting <br />$772,253.65 <br />U S Site Work <br />$776,828.41 <br />Douglas -Kerr Underground, LLC <br />$889,608.20 <br />Meyer Contracting, Inc. <br />$969,343.03 <br />Engineers Estimate <br />$993,935.20 <br />WHEREAS, the bid of Northern Lines Contracting, Inc. of Bloomington, Minnesota, in the <br />amount of $607,136.11 for the total bid for construction of the improvements in accordance with <br />the approved plans and specifications and advertisement for bids, is the lowest responsible bidder <br />and their bid shall be and hereby is accepted; and <br />WHEREAS, the City has sufficient funds in the Stormwater fund to cover the project, and <br />the City has collected infiltration mitigation funds from projects that cannot infiltrate on site due to <br />proximity to municipal wells or contaminated soils which currently amount to one quarter of the <br />cost of this project with revenues from future projects anticipated to fully reimburse the Stormwater <br />fund. <br />
