1. Variance to pavement setback from road right-of-way. <br />2. Amended Conditional Use Permit. <br />3. Site Plan Approval. <br />Public Hearing <br />Chairperson Bauer called the public hearing to order at 7:15 p.m. <br />Presentation <br />City Planner Anderson presented the staff report stating the City has received an application from <br />ACE Solid Waste, Inc. (the "Applicant") for a proposed expansion of their existing transfer <br />station at 6601 McKinley St NW (the "Subject Property"). The project requires multiple actions <br />by the City, including a variance to off-street parking/maneuvering setbacks, an amendment to an <br />existing Conditional Use Permit, and Site Plan approval. In 2018, the Applicant received <br />approval of a plat that combined two parcels into one as well as a zoning amendment to secure a <br />single zoning designation for the entire parcel. Those previous actions were completed by the <br />Applicant in anticipation of an expansion of their transfer station, which is now moving forward. <br />Staff provided further comment on ACE Solid Waste's requests and recommended approval. <br />Citizen Input <br />Commissioner VanScoy asked why the roadway was considered a street when it appeared to be <br />more of a drive access. <br />City Planner Anderson explained this was a public roadway that provided sole access to a local <br />business. <br />Commissioner VanScoy questioned why the CUP was being amended. <br />City Planner Anderson stated this was being done to allow for the expansion of the conditional <br />use. <br />Dave Wiggins, Division Vice President of ACE Solid Waste, discussed the plans ACE had for <br />this property and noted the changes were being made in response to the closing of the Great <br />River Energy plant in Elk River. He explained this project would assist ACE in providing <br />consistent, high quality services to its residents in Ramsey. <br />Neil Darthfield, 10801 Direct River Drive in Coon Rapids, asked if ACE would have more solid <br />waste on this property after the closing of the Great River Energy plant and if the odor on the site <br />would become a concern. <br />Mr. Wiggins reported ACE was currently running the same volumes that would run through the <br />new building. He reported the new building would assist with better sorting and processing <br />Planning Commission/April4, 2019 <br />Page 4 of 15 <br />
