CC Regular Session 4. 14. <br />Meeting Date: 06/25/2019 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title <br />Adopt Resolution #19-146 Acknowledging Update on Code Enforcement Case at 14760 Bowers Drive NW and <br />Granting Extension to Required Dwelling Repairs (Case of Sandra Dickson) <br />Purpose/Background: <br />The purpose of this case is to receive a brief update on the open code enforcement case for numerous violations at <br />14760 Bowers Drive NW. Staff had an open code enforcement case last year that was halted over the winter due to <br />extreme temperatures, Staff has since restarted work on the case as the extension ended May 31, 2019. This is the <br />most recent case on this property, with 41 violations since 2008. <br />Recent code enforcement actions to date: <br />• November 8, 2018 - First Letter <br />• November 26, 2018 - Follow Up with Resident <br />• November 29, 2018 - Second Letter <br />• December 6, 2018 - Inspection from Street <br />• December 17, 2018 - In -Person Discussion <br />• December 20, 2018 - Inspection of Property (Full) <br />• December 27, 2018 - Follow up Letter <br />• January 3, 2019 - Fourth Letter <br />• February 5, 2019 - Formal Extension (Fifth Letter) <br />• April 25, 2019 - Courtesy Reminder Letter (Indicating Nearing End of Extension) <br />• June 5, 2019 - Formal Letter Requesting Inspection <br />• June 13, 2019 - Inspection of Property <br />• June 14, 2019 - Follow Up Letter/Notice of Abatement (Attached) <br />Staff has seen progress onsite with the nuisance items and outside storage; however, there are several items that still <br />need to be addressed. For these items, Staff has scheduled an abatement (removal) for the week of July 1, 2019. <br />The Dwelling/Structure itself is in violation of the City's Property Maintenance Code. For these items, Staff needs <br />information from the homeowner on their timeline for an MHFA loan - which would be used for siding, window <br />repair, roof repair, etc. <br />Staff would like to note the gazebo in the front yard that has been wrapped with plastic and enclosed. This was a <br />portion of a previous code enforcement case and Staff would like to see it removed - it is not an allowable structure <br />type, nor is it safe. The plastic was wet when Staff inspected and the homeowner mentioned there was a mattress <br />stored inside for her niece when she visits. Staff would like to see this removed as soon as possible, though this is <br />not able to be abated, so Staff would need to bring this to a court setting to have addressed. <br />Staff has tentatively scheduled an abatement for the week of July 1, 2019 for the items that can be abated, and is <br />waiting to hear back from the resident on the potential MHFA loan to repair the home. <br />Notification: <br />
