Meeting Date: 06/25/2019 By: Tim Gladhill, Community Development Information Title: Adopt Resolution #19-149 Approving Amendment No. 1 to Community Development Block Grant and HOME Investment Partnerships Program Cooperation Agreement. Purpose/Background: The purpose of this case is to consider reauthorization to participate in Anoka County's CDBG and HOME funding cycle and process. The City is not obligated to participate through Anoka County. Participation does not award any funding awards. Participation allows the City to utilize Anoka County's agreements and plan with the Department of Housing and Urban Development (HUD). The City could request to become an entitlement community, meaning having a direct agreement with HUD. However, given the relatively small number of times the City has accessed these funds, the administrative overhead of participating directly would not be a cost-effective approach. There is not financial implication to participating; simply leveraging Anoka County's participation. Community Development Block Grants (CDBG) and HOME Investment Partnership Program (HOME) are federal programs/grants that can assist local communities. More information is attached to this case. Notification: Notification is not required. Observations/Alternatives: See above and attached. Funding Source: This case is being handled as part of normal Staff duties. There is no financial contribution nor policy implications. Recommendation: Staff recommends approval of the amended agreement.
