If a proposed project includes new affordable housing or if a significant amount of <br />affordable housing is already located within the project site/area, the proposal will be held <br />harmless by assigning the higher of the community's actual performance score or the average <br />performance scores from all proposals being evaluated. <br />10 <br />Overall Total <br />110 <br />Section 4: Reporting Requirements <br />Grantees are required to submit periodic progress reports. The detail supplied with payment requests <br />comprises the bulk of the progress reports, which are augmented with semi-annual reports. A final <br />progress report is required with the last payment request. When a grant is closed, the grantee's chief <br />financial officer is required to certify to the appropriate expenditure of grant funds.
