117 <br />2. Anoka County - Housing & Redevelopment Authority <br />Anoka County Housing and Redevelopment Authority (ACHRA) was created in December 1994 and <br />is responsible for the administration of federal, state, and Anoka County programs. They provide <br />housing and redevelopment services to many communities in Anoka County, including Ramsey. <br />3. Anoka County — Senior Housing <br />Anoka County owns four properties, managed by Great Lakes Management Company, with market <br />rate rental units for residents 55 years and older. <br />4. Anoka County — MN Housing Rehabilitation Loan Program (MNRLP) <br />Owner -occupied properties in Anoka County that are either single-family detached home, <br />townhome, duplex, or condominium, or manufactured homes that are taxed as real or personal <br />property can apply for eligible improvements including: Roof, furnace/boiler, insulation, radon <br />mitigation, lead paint hazards, siding, handrails, plumbing, smoke/CO detectors, well and septic <br />systems, electrical wiring, windows/doors. Applicants must meet the income requirements based <br />on household size and other borrower requirements. <br />Regional Programs <br />Livable Communities Demonstration Account - Metropolitan Council Grant Fund <br />The Livable Communities Demonstration Account (LCDA) funds innovative projects that efficiently <br />link housing, jobs, services, and transit. <br />When we would use this: The City of Ramsey is actively seeking projects that align with the <br />mission of the LCDA. Due to the funding schedule and timeline, partners in these types of <br />applications must be able to wait approximately 6 months from application to award letters. <br />Because of this timeline, City -initiated projects, affordable housing projects (likely for those less <br />than 50% AMI), and senior living projects are likely the prime candidates for this program. <br />Section 8 Housing <br />Section 8 programs for Anoka County are administered by the Metropolitan Housing and <br />Redevelopment Authority (HRA), located in Saint Paul, MN. <br />When we would use this: The City of Ramsey does not administer Section 8 housing. Ramsey <br />residents apply through the Metropolitan Council. <br />Home Energy Loan Program <br />Center for Energy and Environment (CEE) offers low -interest home energy loans for homeowners <br />to make improvements to their homes. Examples of eligible projects include: heating system <br />upgrades, central air conditioning, light fixtures, window and exterior door replacement, attic air <br />sealing and insulation, wall insulation and heater, and geothermal and heat pumps. Loans are <br />typically from $1,000 - $2,000 dollars. There is no maximum income limit for these loans. <br />When we would use this: The City of Ramsey does not manage this program, but they do support <br />this program. The City has resources available to residents of all income levels, and is able to point <br />residents to Center for Energy and the Environment for additional information on which they are <br />not experts (such as insulating attics). Specially, the City is able to direct residents whose homes <br />city of RAMSEY <br />Comprehensive Plan 2040 <br />
