Further discussion: Councilmember Musgrove stated that she understands the need to update the <br />sign, especially after the accident, but is torn on the issue as these funds could possibly be used <br />for the public works facility. City Administrator Ulrich stated that the fund is flexible in its use <br />for public facilities including signs, park buildings, and parks facilities. City Administrator <br />Ulrich stated that the public works facility will be funded by the enterprise fund reserves and <br />debt. He noted that the Council will need to consider at what level they would like to maintain <br />and repair signage. He stated that branding and imaging ranked highly in the Strategic Plan and <br />this is an implementation item for that task. Councilmember Heinrich asked if the signs could be <br />separated into two cases if needed. Councilmember Kuzma stated that it has always been his <br />understanding that the facilities fund has always been used for maintenance and this is a <br />maintenance task. Community Development Director Gladhill noted that separate motions could <br />be done if desired. Councilmember Musgrove noted that she would support this action if the <br />remaining funds could be considered for the public works garage. City Administrator Ulrich <br />confirmed that the remaining funds in the account could be considered for that purpose. <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Kuzma, Riley, and <br />Musgrove. Voting No: Councilmember Heinrich. <br />7.04: Adopt Resolution #19-162 Accepting Bids and Awarding Contract for Improvement <br />Project #19-00, 2019 Cracksealing Improvements <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #19- <br />162 accepting bids and awarding a contract for Improvement Project #19-00, 2019 Cracksealing <br />Improvements, to Northwest Asphalt and Maintenance for the base bid in the amount of <br />$222,993.55. <br />Motion by Councilmember Musgrove, seconded by Councilmember Heinrich, to Adopt <br />Resolution #19-162 Accepting Bids and Awarding Contract for Improvement Project #19-00, <br />2019 Cracksealing Improvements. <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Musgrove, Heinrich, <br />Kuzma, and Riley. Voting No: None. <br />7.05: Discuss Options for Spending Remaining Budget for 2019 Crackseal and Sealcoat <br />Improvements <br />City Engineer Westby reviewed the staff report and recommendation to select options two and <br />three which would have an estimated cost of $62,000. Based on the Engineer's estimate of <br />$267,929.82 for the 2019 Cracksealing Improvements, this would result in spending about <br />$330,000 of the $500,000 budgeted for 2019. This leaves about $170,000 unspent, which could <br />be applied to 2020 crackseal and sealcoat improvements, assuming the City continues the <br />sealcoat program in 2020. <br />Councilmember Heinrich asked for clarification on whether the City has a trailer that is utilized <br />for the hot mix. <br />City Council / July 9, 2019 <br />Page 8 of 13 <br />
