That the preschool would utilize a unit previously occupied by a Day Care Center. <br />11. That directly adjacent to the unit is a fenced in outdoor play area that will be utilized by <br />the preschool. <br />12. That the Permittee completed a walk-through of the unit with the Fire Marshall and <br />Building Inspector to outline what the proposed improvements would consist of as well as <br />to understand what upgrades to the space would be required per applicable codes. <br />13. That the Permittee is responsible for complying with all local, county, state, and federal <br />rutes`an-d'Yegulations pertaining to the operation of the preschool. <br />14. That the Planning Commission met on June 6, 2019, conducted a public hearing and <br />recommended City Council approval/denial of the request. <br />FINDINGS OF FACT <br />1. , That the preschool operation will not be unduly dangerous or otherwise detrimental to <br />persons residing or working in the vicinity of the use, or to the public welfare. <br />2. That the preschool operation will not substantially adversely impair the use, enjoyment, or <br />market value of any surrounding property. <br />3. That the preschool operation will be harmonious with and in accordance with the specific <br />objectives of the comprehensive plan. <br />4. That the preschool operation will be designed, constructed, operated, and maintained so as <br />to be harmonious and appropriate in appearance with the existing or intended character of <br />the general vicinity and will not change the essential character of the area. <br />5. That the preschool operation will not be hazardous or disturbing to existing or future <br />neighboring uses. <br />6. That the preschool operation will be served adequately by essential public facilities and <br />services such as highways, streets, police and fire protection, and drainage structures. <br />7. That the preschool operation will not create excessive additional requirements at the <br />public's cost for public facilities and services and it will not be detrimental to the economic <br />welfare of the community. <br />8.
