I find that the situation regarding this property do not, <br />in my estimation, justify a full detailed appraisal based on my:following observations: <br /> <br />In my discussion of this land with the owner, Mr. Mortenson, I understand <br />that he had no plans for use of the land beyond the ditch and assumed it <br />would be a logical part of City parkland. <br />The Zoning is R-I "Rural developing" outside the MUSA utilities. <br />Minimum lot'size is 2:1/2 acres per building site MR-1 zone. <br />Highway 47 (St. Francis Boulevard) is only a 66-foot right of.way. Future <br />standard highway right of way is now 120 feet. Therefore, we may <br />anticipate a future need for 27-feet from subject (60 fl - 33 fi. = 27 fi). <br />This future widening would be about .3 acre. <br />The land is covered with small trees, brush and tall grass. It is fairly low <br />along the county ditch (No. 6623) rising to a slightly higher grade atong <br />Hwy. 47 (St. Francis Boulevard). <br />The total area east of the centerline of the ditch is estimated b the City to <br />be 1.02 acres. This is far below any legal building site lot (minimum 2.5 <br />ac~es) <br /> <br /> Based on the foregoing information, I would have to consider this as having a <br />minimum value to anyone except the City for parkland. No truly similar land sales are <br />available under these circumstances. <br /> <br />My estimate of Value for this 1.02-acre parcel would be $1,1300. <br /> <br />/.~espect~lly submitted, <br /> Appraiser/Consultant <br /> <br /> <br />
