INTRODUCTION <br /> <br />A petition dated July 7, 2004 signed by all three of the residents located on the St. Francis <br />Boulevard frontage road so of 160th Lane was received at the July 20, 2004 meeting of <br />the Public Works Committee. This petition which is included as Appendix A of' this <br />report requested improvement of the existing dirt roadway and consideration of financial <br />assistance from the City in malting improvements. The Public Works Committee and lite <br />City Council responded by providing direction to staff relative to this issue at their July <br />20, 2004 and August I0, 2004 meetings, respectively, The minutes of these meetings <br />addressing this issue is contained in Appendix B of this report <br /> <br />This report is intended to comply with the City Council direction and will identify the <br />current conditions and along .with the proposed imp.rovements and the associated costs. <br />Finally this report will outline the proposed method of financing for each element of the <br />improvements. <br /> <br />EXISTING CONDITIONS <br /> <br />The existing street consists of a ~aded native sand base roadway with rural roadside <br />ditches on both sides. The roadway is approximate 21 feet wide for a length 700 feet <br />south of 160th Lane. This segment is terminated with an egg shaped cul de sac which is <br />approximately 80 feet long and 60 feet wide. This existing roadway does not appear to be <br />centered within the 45 foot right of way that is dedicated for this service road on the plat <br />of the Hall Anderson subdivisionl Instead it appears that the east edge of the roadway is <br />located on the east right of way. The northerly two residences fronting on this road are set <br />back 30 feet from the west rig, bt of way line, while the southerly residence is set back 40 <br />feet. Three residences are serviced by this road. The north and south properties have a <br />single driveway access, while the middle parcel has two driveways, one for the residence <br />and a second for a detached out building. <br /> <br />PROPOSED [MPROVEMENTS <br /> <br />This project proposes to grade the roadway to a width of 32 feet with the additional 11 <br />feet of width extending westward from the existing aligrwnent. This would result in the <br />existing residences being located between 45 to 55 feet from the edge of the paved <br />roadway. The pavement section shall consist of 4 inches of class 5; two inches of <br />bituminous base course and 1.5 inches of bituminous wear course. The easternmost eight <br />feet of this section shall be striped for use as a trail for pedestrian and non motorized <br />traffic. <br /> <br />In order to confine the widened roadway to the 45 foot right of way reserved for the city, <br />it will be necessary to'install a bituminous berm curb along the western edge of the <br />pavement. This will also preserve the landscaped hedgerows of trees and shrubs, which <br />would otherwise need to be removed to accommodate a ditch section. The vertical grade <br />of' the road way shall be approximately the same as the existing, however, this gade may <br /> <br /> <br />
