Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #19-140 <br />RESOLUTION APPROVING FINAL PLAT, SITE PLAN, AND DEVELOPMENT AGREEMENT FOR <br />THE SAPPHIRE <br />WHEREAS, Sapphire Apartment, LLC, hereafter referred to as "Developer", properly applied for Final <br />Plat and Site Plan approval of the following described property located in the City of Ramsey: <br />Outlot A, COR Parkview Addition, Anoka County, Minnesota <br />Or upon platting: <br />Lot 1, Block 1, COR Sapphire Addition, Anoka County, Minnesota <br />(the `Subject Property'); <br />WHEREAS, the City has received an Application for Final Plat, Site Plan, and Sketch Plan Approval for <br />The Sapphire on March 13, 2019; and <br />WHEREAS, the Environmental Policy Board reviewed the proposed Final Plat, Site Plan, and Sketch <br />Plan on March 18, 2019; and <br />WHEREAS, the Planning Commission considered the sketch plan and site plan on March 4, 2019 and <br />tabled action for additional information; and <br />WHEREAS, Staff issued a 60-day review extension letter on April 23, 2019 extending official action on <br />the final plat and site plan to July 11, 2019; and <br />WHEREAS, the Planning Commission again considered the sketch plan and site plan on June 6, 2019 <br />and recommended approved the sketch plan and site plan the application; and <br />WHEREAS, the Planning Commission again considered the sketch plan and site plan on June 6, 2019 <br />and recommended approved the sketch plan and site plan the application; and <br />WHEREAS, the subject property is zoned COR and is approximately 3.89 acres in size; and <br />WHEREAS, the City Council reviewed the Final Plat, Site Plan, and Development Agreement on July <br />9, 2019; and <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Ramsey City Council hereby grants final plat, site plan, and development agreement approval <br />for The Sapphire contingent upon the following conditions <br />a. Conformance with Staff Review and approval of plans by the City Engineer. <br />
