CASE #1 <br /> <br />TITLE: ADOPT RESOLUTION TO ESTABLISH BY-LAWS FOR THE <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> <br />BY: HRA Executive DireCtor~ SYlvia Frolik <br /> <br />INTRODUCTION: <br /> <br />As you know, on March 8, the Ramsey City Council adopted the enabling resolution to <br />establish a Housing and Redevelopment AuthOrity. In accordance with State Statues, the <br />HRA Board of Commissioners must now adopt a resolution establishing the by-laws by <br />which they will be govemed. <br /> <br />DISCUSSION POINTS: <br /> <br />The proposed by-laws have been drafted. BaSically, they state that City Council will be <br />the HRA Board of Commissioners. The Board shall elect the following officers: Chair,' <br />Vice-Chair and Secretary-TreaSurer. The duties of the Secretary-Treasurer include, but <br />are not limited to, keeping the minutes and custody of all funds. Certain duties of the <br />Secretary-Treasurer may be delegated to City Staff or consultants. With the approval of <br />the Board of Commissioners, the City Administrator designates the Executive Director. <br /> <br />The by-laws establish a regular meeting date and place.
