We offer the following comments:

General: The submitted major subdivision proposes to plat approximately 179 acres (including
portions of Westby ISt Addition!and NoW an&Then Estates) to create a total of 235 urban single-
family lots. The subject property is generally ~10cated west of Nowthen Blvd and south of Trott
Brook. ' :

Zoning: The property is zoned R-I R. esidentia~l! and is located in the Rural Developing Area. The
development of the property w!¢ municipa/:se~Wer and water is dependent upon the outcome of
the current Comprehensive PI ,~t amondrnont~ Under consideration for the extension of urban
services to the north. This revi'~w letter iwill egaluate the proposal based on R-1 urban' single-
family standards. The portion 6f the property: adjacent to Troll Brook is also subject to Scenic
River and Shoreland Managem~n, t requirdments2

Lot Sizes: The current minimum lot size in ,~e R-i MUSA is 10,800 square feet. ComplianCe
with the minimum lot size reqU~ements must be verified on the preliminary plat. The total area
of the subject property is appro:~imately i79 acres.

Density: The R-1 Residential regulati°m for the MUSA area allow a net density of 3 units per
acre. As submitted, the proposed sketch, plan has a gross density of approximately 1.3 units per
acre. Net density for the plat must be calculated.~t the-preliminary plat stage.

Other Lot Requirements: All proposed lots contain more than 80 feet of frontage on a public
road and appear to meet setback requirements m the R-i Residential district. Troll Brook is a
designated tributary, of the RumRiver and is subject to requirements of the Scenic River Overlay
District. specifically a 100-~bot',:setbaOk ir¥Om :the OHW of Trott Brook, along with controlled
vegetative cutting within this area. Several of}the lots along Trott Brook do not appear to meet
