CASE # Consider Grade Crossingi~ignal In~stallation Agreement with Anoka County and Burl~gt°n N°ythern'Sante Fe Railroad By: Brian E. Oison, Assistant DPW / Principal City Engineer Background: : Ramsey Boulevard is to be iUpgraded as :part of the mitigation for the Ramsey Town Center project. This upgradelincludeS ,Wide~g the road to two lanes in each direction. This widening will require th~ at grade', cros~g with the railroad to be reconstructed and widened. Burlington Northern Sante Felrailroad does all of the work within their right of way and requires an agreement to ac~0mplish fhis work. The attached agreement identifies the estimate of costs for this workiat $523,0 ~ 7. The estimated costs that are included with the project costs done in August 6f 2003 asSumed~that it would cost $515,000. The amount of this estimate must be posted With a letter of Credit or a cash deposit. The City of Ramsey does not typically issue letter, s of credit. The~cash deposit Would be required to execute the agreement. The lead time for an order of this size is about 8-10 months. This section of Ramsey Boulevard will be constructed in conjflncti°n with the MnDOT project (intersection of Ramsey Boulevard and TH 10)~that Will~,be Cofistructed in the Spring of 2006. Recommended Action: Staff feels that the Grade CrOssing Signal Installation Agreement meets the intent of regional roadway improvemet~ts that are necessary for the mitigation of the transportation impacts created from the RamSey Town Center and recommends a motion to authorizing the signing of the Grade Crossing Signal Installation Agreement with Anoka County and Burlington Northern Sante Ferailroad, ~ ~ :: Reviewed by: City Administrator Director of Public Works / Fire Chief Finance Officer City Attorney CC: 03/22/05 q
