INTRODUCTION <br /> <br />The City received a petition' for various uti!i~ty and street improvements on September ! 5, <br />2004. A copy of this petition is included in: Appendix A. This petition was considered by <br />the City Public Works Committee on SePtember 21, 2004, and was forwarded to the City <br />council with a recommendation that a feasibility study be prepared. This recommendation <br />was ratified by the City CoUncil at the october 12, 2004 meeting. <br /> <br />The section of Ebony Street. between 137t~ Avenue and Riverdale Drive' is illustrated in <br />Figure 1, along with the properties which' front on this segment. The owners of these nine <br />properties are identified in Appendix B. Three of these property owners (rePresenting <br />four of these properties) haVe petition~ed for these improvements primarily for the purpose <br />of making the sewer and :water Utilities iavailable which .will allow them to more <br />intensively develop their properties. :Thor,ri are several improvements which should be <br />undertaken in conjunction with. the eXtensiOn of sewer and. water. The current condition <br />of Ebony Street .is poor and wOUld ;s0~on!:~equire a bituminous overlay of the existing <br />pavement or a complete reconstruction.: S~cond, the width of Ebony Street is 40 feet <br />which is excessive considering the faetthat ~t is-neither a collector nor arterial street. The <br />street has a bituminous berm curb in'a neighborhood where all of the surrounding street <br />have concrete curb and gURer. The <br />pavement is believed, to co,mist of two inch~ 0fwear course bituminous on top of four <br />inches of class 5. The street: has a bittiminoas berm curb. The curb and pavement are in <br />generally poor condition due to age. ~ <br /> <br />City sewer and water are presently located:in both Riverdale Drive and in 137th Avenue. <br />Sewer and water mains hav~ been Stubbed sttch that they may be extended northward <br />fkom 137th Avenue and southward from Ri~erdale Drive down Ebony Street. Parcels A, <br />B, and C are currently occuP, ied by a Selfstqrage facility which is serviced with · <br />municipal sewer and water 'from a connection onto Riverdale Drive. The Superbowt <br />(Parcel F) is connected to mUniciPal Sewe~ and water from a connection onto Riverdate <br />drive. Parcel I is eonnected~to muniCiPal SeWer and water through a connection onto 137 <br />Avenue. Parcel E is not connected to :municipal utilities, but has two service laterals for <br />each utility stubbed to the property lineOffof 137ih Avenue. (This lot is large .enough to <br />be divided into two or possibly three :lOts w/th municipal services.) <br /> <br /> <br />
