Case #5: Consider Authortzatmn to Beg~n Acquisition of Temporary Offices and
Residing/Insulating BUilding at Public Works Campus

Public Works Director Kepler reviewed that 'in 2004 the consensus of the Public Works
C, ommittce was that a temporary office struc~r¢ would be required to bridge the gap fi'om
present to a time when a new ~building cOUld be built to meet the needs of the department.
Available storage in the Public Works building~ is close to being filled to capacity. Currently,
thc main building and approximately 601 Percent of thc Public Works "North" building are the
only heated areas under roof, with thc balance o~ the building serving as a salt storage area. Thc
new water tower storage area is used extenSiVelY ~for seasonal storage but is not heated.

Public Works Director Kepler indicated the 2005-2009 Capital Improvement Program (CIP) lists
on~ of its possible projects for 2005 aS the residiPg and insulating of the existing metal building.
Once beatect, an additional 13,200 square feet of heated space will be available. In addition, the
purchase of a temporary office structure WoUld a~llow the demolition of the existing office area,
which would net two to three additional parkingistalls in the main building. Total project costs
are estimated at $250,000. A quOte for the residing, re-roofing and insulating was received early
in 2004 for $179,000. Cost of the temporary Office structure is estimated at $40,000 - $45,000
pkts miscellaneous costs bringing the total: to. an estimated amount of $70,000. He advised
fimding is recommended to come from the Eacility Construction Fund. In July, Council
authorized approximately $8i6,000 to be used toward the design development of the new
Municipal Center, which had been deposited in the Facility Construction Fund from 2003 Year-
End Excess Revenues and depreciable monies ;atffibuted to capital items under $5,000. To avoid
having to issue two separate bonds, staff is :recommending that the required $250,000 come from
the Facility Construction Fund, thus reducing the amount attributed to the City Hall project to
$566,000. The City Municipal bonding will need~to be adjusted by this $250,000.

Councihncmbcr Zimmerman co ~mmented there has been very little funding for the Public Works
Campus for years and this should be helpful.

Chairperson Elvig asked how long the building will be utilized.

Public Works Director Kepler replied it will be used for a minimum of five years.

Chairl)erson Elvig inquired about the eXisting me~al building.

Public Works Director Kapler replied the heating system is, but it has not been utilized because
there is no insulation.

Motion by Chairperson Elvig, seconded bY C°d, ncilmember Zimmerman, to recommend City
Council to accept staff's recommendation for~ authorization to begin the process of acquisition
and construction at the Public Works Campus With the funding from the Facility Construction
Fund in an amount not to exceed $250,000.

Finance

committee/0ecember 14, 2004
Page 5~of 6
