Our Mistioi}: To work together to reipoiibly grew our comma nityr, and to provide quality, cent-oliBcdwe, and efficient government services. <br />CC Regular Session 7. 1. <br />Meeting Date: 07/09/2019 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title: <br />Adopt Ordinance #19-10 Rezoning Subject Property to R-2 Medium Density Residential Related to River Walk <br />Village (Case of Village Bank) <br />Purpose/Background: <br />The purpose of this case is to review the rezoning request related to the Preliminary Plat Application submitted by <br />Village Bank (the "Applicant") for River Walk Village, at the property generally known as 6080 Highway 10 NW <br />(the "Subject Property") for a 14 lot residential subdivision. <br />The City Council approved the preliminary plat on June 25, 2019. The adoption of the ordinance rezoning the <br />subject property takes an additional City Council meeting to approve. The items approved thus far related to the <br />project include: variance to bluffline setback, variance for cul-de-sac length, preliminary plat, comprehensive plan <br />amendment. These items are contingent upon the successful rezoning, as well as future final platting and a <br />development agreement. <br />Notification: <br />Notifications of the Public Hearing previously held by the Planning Commission were sent via Standard US Mail to <br />Property Owners within 700 feet of the Subject Property, as reflected by Anoka County Property Records. A notice <br />was published in the Anoka Union Herald, the City's official newspaper. Property Owners within 700 feet of the <br />Subject Property, as listed in the Anoka County Property Records, were also notified of the workshop held on April <br />25, 2019 for the proposed project. The City Council met, discussed, and approved the Preliminary Plat on June 25, <br />2019. Notification is not required for this step. <br />Observations/Alternatives: <br />Rezoning/Future Land Use <br />The Subject Property is located in the E-1 Employment District, with a small portion in the R-1 Residential <br />(MUSA) District (Single Family Detached Homes). The site is currently two separate parcels and includes <br />right-of-way for Rivlyn Ave. The Applicant is proposing to rezone the entire property to R-2 Residential District <br />(Detached Villas) and is proposing 50 foot wide lots with detached single family villas. <br />The 2030 Comprehensive Plan guided the entire site as business park. The City Council passed a resolution <br />supporting reguiding the entire property as Medium Density Residential in the 2040 Comprehensive Plan at their <br />June 25, 2019 meeting. The Planning Commission held a public hearing for this change, as previous drafts of the <br />2040 Plan did not show this area guided as such. <br />Funding Source: <br />
