Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #19-192 <br />RESOLUTION APPROVING DEVELOPMENT AGREEMENT <br />FOR ARMSTRONG WEST RETAIL MALL <br />WHEREAS, the City Council approved a site plan and final plat for a commercial plat <br />named West Armstrong Addition on the property legally described as: <br />Lot 2 and Lot 3, Block 2 HY-10 Ramsey, Subject to Easement of Record, Anoka County, <br />Minnesota <br />Or Upon Recording <br />Lot 1 and Lot 2, Block 1, West Armstrong Addition, Subject to Easement of Record, Anoka <br />County, Minnesota <br />(the "Subject Property"); and <br />WHEREAS, Armstrong West Retail Mall, LLC (the "Applicant") has applied and <br />received final plat, conditional use permit, and site plan approval to build a commercial retail mall <br />and monument sign on the Subject Property; and <br />WHEREAS, the City Council reviewed and approved the Conditional Use Permit, Site <br />Plan, and Final Plat on July 23, 2019; and <br />WHEREAS, a contingency of said approval was to enter into a development agreement to <br />payment of applicable fees, and payment of applicable development fees. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br />1) The City Council of the City of Ramsey approves the development agreement for <br />Armstrong West Retail Mall contingent upon: <br />a. Approval by City Engineer <br />b. Approval by City Attorney of Legal Form <br />c. Compliance with Staff Review Memos and ProjectDox Comments <br />The motion of the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following in favor thereof: <br />and the following voted against the same: <br />
