CC Regular Session 4. 17. <br />Meeting Date: 08/12/2019 <br />Submitted For: Matt Kohner, Fire Department By: Matt Kohner, Fire Department <br />Information <br />Title <br />Adopt Resolution #19-195 Approving a Restructure to the Paid -on -call Firefighter Pay Scale <br />Purpose/Background: <br />The purpose of this case is for the City Council to consider approval of restructuring the Paid -on -call Firefighter <br />pay scale. <br />The current flat hourly rate has been in place since 2016. The proposed step change structure would compensate <br />firefighters based on years of service and medical certification level. During the first year of employment, while <br />Firefighters are in training and unable to perform the full duties of a Firefighter, the pay is proposed to be $12.88 <br />per hour; rather than $14.50. The top end of the scale ranges from $16.22 for Emergency Medical Responders <br />(EMR) to $16.70 per hour for Emergency Medical Technicians (EMT). See the attached chart for full details. <br />Budget neutral results of the proposed changes are due to not replacing Battalion Chief of Training position and <br />discontinuing the monthly Officer stipends. The Battalion Chief of Training responsibilities will be absorbed by <br />fulltime staff during normal business hours. Officers will now receive additional per hour compensation for actual <br />hours worked rather than a monthly stipend. The proposed pay scale is tiered based on years of service in an effort <br />to compensate firefighters for their experience and promote longevity. <br />The proposed pay scale restructure was reviewed by the members of the Joint Fire Board in July and the board <br />recommends adopting the new pay scale. <br />Funding Source: <br />No additional funding is required. The effect of the wage scale restructure is budget neutral. <br />Recommendation: <br />Staff and members of the Joint Fire Board recommend adopting the attached resolution. <br />Action: <br />Adopt resolution #19-195 approving the Paid -on -call Firefighter hourly wage scale, effective January 1, 2020, as <br />follows: <br />1) 0-1 years of service $12.88 <br />2) 1-5 years of service $15.00 to $15.45 <br />3) 5-10 years of service $15.60 to $16.07 <br />4) 10+ years of service $16.22 to $16.70 per hour <br />5) Additional pay of $1.50 per hour for the Lieutenant positions <br />6) Additional pay of $2.00 per hour for the Captain positions <br />FF Pay Scale <br />Resolution 19-195 <br />Attachments <br />Form Review <br />
